The contest will take place according to FIDE rules for the calculation of Elo and for clasification. The playing system: 1h 45'(40 moves) + 0,5h (KO).
The tournament will take place at the Sports Hall in Jassy (Romania).
Jassy is a city toped on 7 hills - like Rome - having 400 000 inhabitants. It is situated in the north-east of Romania(400 km of Bucharest). It is a powerfully universitary, cultural, religious and industrial centre and it is situated in the area of the well-known churches and monasteries in the northern Bucovina (Putna, Voronet, Agapia a.s.o.).

80% from the entry fees. The first 5 players from every cathegory will recive prisez ( <14 years old, <12 years old, <10 years old)

Tie-break System
The order of players that finish with the same number of points shall be determinated by the application of the following tie-breaking procedures:
a) Bucholz, the higest number wins
b) Progressive Score, the higest number wins
c) Number of wins, the higest number wins
d) Median Bucholz, the higest number wins.

GM, WGM, IM = no entry fee
Elo > 2300 = 15 Euro
Elo 2200 - 2300 = 20 Euro
Elo 2000 - 2200 = 25 Euro
Elo < 2000 = 30 Euro
Open B
10 Euro = for all players
Penalty for late entries: After 15 July 2003 all entry fees will be subject to 5 Euro penalty to be paid to organizers.
ACCOMMODATION
1. Universitary campus : 4 Euro/night
2. Hotel Sport*: 7 Euro/night
3. Hotel Tudor **: 10 Euro/night
4. Hotel Moldova***: 17 Euro/night
Meal: The players can eat anywhere in our town or they 'll eat three meals a day for 10 Euro per day.
Transport: By airplane to Otopeni (Bucharest) Airport and then to Jassy Airport or by train.
As a request coming from the participants, we can organise a two days trip in the north of Moldavia, after the 10th of August 2003. The fee is of 40 Euro.
